What is considered obese?

What is considered obese?I would just like to know since yahoo had a headline tonight stating "Most Americans want public policies to prevent obesity".
http://news.yahoo.com/s/hsn/20061228/hl_hsn/mostamericanswantpublicpoliciestopreventobesity. I just want to know what is considered obese. How does heredity fall into this category. I just want to know what the weight is to be considered obese minus the height and weight of a person. What is really considered obese?
Who considers what is obese and normal when it comes to an individual?
I don't need to know if I am obese, I just want to know who decided was the perfect body weight for the height.

They use a scale called BMI. Body Mass Index. If anyone has a bmi over 24, they are considered overweight. anything over 30 is obese. Anything over 40 is extremely obese (danger zone). They consider over weight. 58" tall 119 lbs, 59"-124lbs, 60"-128lbs, 61"-132, 62"-136, 63"-141, 64"-145, 65"-150, 66"-155, 67"-159, 68"-164, 69"-169, 70"-174, 71"-179 lbs. You can figure if you add 20-24 lbs to any of these weights, it will put you over into the obese stage. Starting at a bmi of 30. I hope this isn't to confusing. I hope i helped you out some.
