In our doctor's office we use the guideline of the CDC (who also provides us with the growth charts for children). It is as follows:
BMI, which is based on your height and weight, you are considered overweight if your BMI is between 25 and 29.9. If your BMI is 30 or above, you are considered obese.
Below 18.5 Underweight
18.5-24.9 Normal
25.0-29.9 Overweight
30 or higher Obese

Yes, BMI of 30 would be obese.
However, some olympic athletes might have a BMI of 30 and they are certainly NOT obese!
Better to go by body fat percentage. Obese for a male is 30%+ body fat and 38%+ body fat is obese for a female.
