For every .1 percentage point over one's prescribed BMI (body mass index, as assigned by the CDC, or Center for Disease Control) that person would be slapped with a 1% tax on all food, restaurant and entertainment expenses. This would require everyone to itemize all such food expenses over the course of the year, to be submitted to the IRS with one's tax returns.
I think this would be a great way to lower our country's obesity epidemic and health care costs. In this same vein, we could institute an entertainment tax, to encourage people to work more and stop frittering away their lives. This would strengthen GDP.

BMI is a moronic way of measuring health. Most American football players (indeed, most athletes) are far over their BMI because muscle weighs far more than fat.

No. Some people are fat because of genetics or diseases. I know some people who eat heatlhy and exercise and are overweight.
